can i get a visa oustide of Spain besides in US?

I have heard that if I had work in Spain, I could get a visa [!-- BBCode Start --]anywhere[!-- BBCode End --] outside the country.  Instead of flying back to the US, it would be a lot more efficient to take a little trip to France instead to go to the US embassy there.  Can anyone confirm this?
