Police Record on FBI background check for Student Visa

I was hoping to see if anyone was able to obtain a student visa despite a police record. The FBI background check that I received listed an infraction committed in 2005 and a misdemeanor for altering vehicle registration in 2008.

Would you please let me know what your experiences have found, and if the Visa was rejected was there some kind of appeal process?

Oh, also, I already know of somebody else's application get rejected for a DWI.
