Ok so, while I'm waiting for opinions about the proposed petition.... I found this blurb on the State Department's website....I thought is also sounded like a possibility.....

To accomplish these objectives, the programs are conducted by U.S. Nonprofit organizations that work with emerging leaders, young professionals and students.

However, applying for a grant requires an excellent grant writer and also some semblance of a proposed infrastructor, like a business plan....but I thought it was worth mentioning in case someone else wanted to pick up the effort and run with it....

Hola gente!

Ok so today I am trying another track.  I have contacted my Congressman E. Clay Shaw, Jr. and his office told me to send a fax (which I'm preparing right now) so that all the information is on paper and nothing gets lost in translation and then they will help me figure out how best to pursue this.

So I have this to say:

I have NEWS!  I have NEWS!!!![/size]
As I wasn't getting any help whatsoever via the Senate on Foreign Relations Committee, I decided to write my Congressman, (well ok, after first having contacted my Assemblyman, my State Representative, my State Senator, etc...)

I first phoned Congressman E. Clay Shaw, I was then asked to send a fax with all the information of whom I've been in touch with so far and what I'm asking for etc... so I wrote a formal letter and faxed it.  Then today I received a call from Congressman Shaw's office and they have \"initiated and Congressional Inquiry\" on my behalf through the the Congressional Liason to the Department of State!  

How ya like them apples, eh?  So Kim from Congressman Shaw's office told me that usually they answer pretty quick but they have 30 days to respond.  

All I can say is YEEE HAAAW!!!![/b][/size]

I feel like I'm actually starting to make progress.  So I will be sure to keep you all posted on the progress of our little idea....

Here's an Update![/size]

I phoned Congessman Shaw's office yesterday and spoke with Kim again.  As it had been 30 days, she told me the progress of the Congressional Inquiry.  It is as follows:

The Congressional Liason Janet has submitted it to the Correspondence Unit of the Bureau of Educational Affairs and that is where it is at the moment, waiting to be forwarded to the correct Correspondence Unit.

Kim told me she would call Janet to check on the progress of the Inquiry and then call me back.  So Since Today is Friday, I'll give her 'til Wednesday to call me back, before I phone again.

Hi all, I have been working in Spain teaching english for a while and very fortunately just got working and residency papers so its been a long time since I have participated here but I read your thread and thought this link might be VERY interesting for you!

There is actually for next year a program which allows US and Canadian citizens to work for a year in Spainish schools. Its not for working in private academies which would be nice, especially since thats where most of the work is, and where they want native speakers, And many want americans. But at least this is a step!!!  I think what you are doing is great too, i hope it goes well!
The salary is typical for spain for the amt of hours you work and im sure you could supliment it with private classes for which you can charge around 15 to 20 euros an hour depending on the city you are in.

Hola,

Wow Arlene (my mom's name is Arlene :) )....that program was a great find.  That's the kind of thing I'm talking about.

Although, I want to establish something that might be broader in terms of the destination country as well as the reducing the requirements.  I know some people might disagree with me, that a bahelor's should be required, and proficiency in the language of the destination country should also be required.  But seeing how I'm the one heading up this effort, and I do not have a bachelor's (I have an Associates of Arts degree - worthless peice of crap as it is ;) ) and while I can speak Spanish (and French and some Japanese even) I'm not fluent.  So I wouldn't want to push for a program that I myself couldn't participate in.  But hey that's just me....  :)

I have an update:
I spoke with Kim Murry from Congressman Shaw's office today, and she told me that the Congressional Liason to the Bureau of Educational Affairs (Janet) said that a response has been drafted and sent to the Congressman's Washingt D.C. office. So as soon as they process their mail (it takes a few days apparently) that it will be Fed Ex'ed to the Ft. Lauderdale office and Kim will forward it to me!

So hopefully it will contain some sort of information about protocol, or how to proceed from here.  We shall see....

So be sure to check back in the coming weeks for an update!

I received a response from the State Department.  (or rather, Congressman Shaw did).  I'll scan it in and try posting it tonight.

Suffice it to say, as I mentioned early on in this thread, the State Department does have an exchange program that is inclusive of teachers of English as a foreign language.  However, the program is highly selective.  As you'll read in the letter, they've placed 170 \"fellows\" in over 70 countries.....but that doesn't really help the other six thousand and ten (just a number I use for illustration purposes....it has no actual reflection of the true number - cos, well I don't know what that number would be really ;) ) Americans that travel abroad, pay their tuition, complete their 120 hour courses, get certified and then proceed to teach and live in a foreign country.

So as I was unsatisfied with that response, I called.  Again.  This time I spoke with Joel Gustafson the District Director of Congressman Shaw's office.  (In fact I spoke with him Friday and again today.)  He asked that I send another letter, so I did, along with a copy of the first one.

I will give Mr. Gustafson until Friday 'til I call back.

Here's the text of my most recent letter:

Dear Mr. Shaw,

I am following up with your office regarding the Congressional Inquiry that had been initiated on my behalf to the State Department.

Although, there has been a response from the State Department (a copy was faxed to me by Kim Murray in your office),  I feel that the exchange programs that are offered by the State Department are not broad enough.

I spoke with Joel Gustafson Friday afternoon, May 26th, 2006 explaining the following:  there are thousands of young Americans that travel abroad each year to get TEFL (Teaching English as a Foreign Language) certified, and some countries, such as Korea, Thailand, Japan, and some Eastern European countries, such as the Czech Republic, Hungary, etc. offer a visa and residency permits to those individuals with employment contracts with employers that are willing to sponsor them for such visas and residency permits.

However, the same does not hold true for most EU countries, specifically Spain.  There are schools all over the world that offer TEFL certification.  Some web sites that might be useful are www.tefl.com   www.tefl.net   www.eslcafe.com   The schools listed on these sites (and others like them) as well as the jobs listed will give you an idea of just how big a business TEFL certification is.

My quest (for lack of a better word) is to lobby for a new one-year renewable visa for TEFL certified teachers, with at least an Associates of Arts degree, so that they can go to even EU countries and work and live legally, without being exploited and without fear of deportation.

I understand that this may very well be a matter for the EU Council, however, I am under the impression that my government has some influence with our allies regarding such matters.  Is this not the case?

I simply need direction.  If you advise me that I need a petition with at least 100,000 signatures, I’ll get 200,000.  I’m certainly not opposed to doing the footwork at a grassroots level. 

The response that myself and others have received from various members of the Senate on Foreign Relations Committee has been the same – “great idea and if it ever comes to the floor, I’ll give it some consideration.”

So how do I get this issue brought to the attention of the right people?  That’s what I need to know.  Where do I go from here?  Any advice or suggestion on this matter and how to proceed would be greatly appreciated.

So I just started thinking.....(cos I'm at work and only feel like pretending to work rather than actually working.... ;) ) let's just do it.  Let's just start a petition.  

Here's what I'm going to write:

We, the undersigned wish to teach English abroad, legally.  We would like for the U.S. Government to work with the EU Council to create a renewable one-year visa for teachers of English as a Foreign Language. 

The visa holder should have at least a 2-year Associates of Arts Degree and must be TEFL or CELTA certified from an accredited institution, and at least 18 years of age.  The visa will require an employment contract, and proof thereof.

The visa will enable the teacher to obtain a residence visa that will also be renewable.

It was brought to my attention that people might want to help out.  So if you are interested in helping to get the word out here's what you can do....

1) Email your friends and family about the petition - If you're not sure what to say you can sample the text below:

Cut and paste, edit as you wish....just don't forget to include the link to the petition....

2) If you're still in college tell your professors

3) If you have a myspace.com page you can put a blurb about the petition on your page

4) Any forums or online groups you belong to, that do not oppose what might be considered \"advertising\" or \"too personal\" (I've encountered both) share it with them.  Again, feel free to use any text from the above quote.

5) If you're really ambitious, you could post fliers around (this probably would be most effective at colleges and universities) with the web address link on the flier - in which case I ought to mention that the web addy is CASE SenSiTive so be sure that the TEFL portion is all Caps. :)

6) If you are great with copywriting and would like to write a press release (I haven't had the time to do this yet) I have a web site that distributes press releases to all the major news outlets.... - that would be a great help!

7) If you have friends that are in the media in any way shape or form that may be able to help spread the word, go for it.

8) If you like to chat on the phone, you can call around to colleges and universities in your area (I try to target the International Studies programs and the directors thereof) and chat them up about the petition and ask if they wouldn't mind if you sent them an email with a link*

*For this type of cold calling, I think it's important to speak with a human first, then send the email.  Otherwise the email might just automatically be deleted (which it still might be deleted but hey at least you tried).  Also, if you speak to a human, it's good to get their name because then if you don't hear anything, then you can follow-up with another phone call like a week later, and you'll have a better shot of getting them to at least consider the petition.

I think the most important way for people to help is to make the petition their own.  I know, that at the bottom it has my name as 'created by' and 'written by' but if this is something you believe in, make it your own.

Remember in all endeavors to get the word out - the goal is to be taken seriously by the Senate on Foreign Relations Committee when the petition is finally sent to them for consideration.  So ask that people use their first and last names and try to make sure that they are registered voters.

Registered voters have a more solid impact than those who aren't registered to vote.  (Incidentally, if you have friends that aren't registered to vote, this is a perfect occassion for them to get registered and see how a grassroots campaign can really be effective and how their vote counts.

And if you have any other ideas about how to get the word out, don't be shy!  I'm open for suggestions.

Also, if you do go the cold calling colleges and universities route, it's good to keep track of the university name, who you spoke with, the action taken, whether or not you sent an email (which I have a more formal text then the quoted text above for this purpose).  I keep an excel spread sheet.  So I know who I've called, who I have yet to call, how it all turned out....etc...

Whew!  So there you have it - 8 things you can do to help out.  The current number of signatures is 64.  Let's see that number go up! :)

I appreciate that any type of visa for a foreign country would have to be offered from the government of that country, however it is my impression that my government has influence with our allies regarding such matters, ergo the petition.

Just to illustrate the need for such a visa: the web site www.tefl.net lists currently 365 schools that offer TEFL (Teaching English as a Foreign Language) certification, let’s say for arguments sake that each school offers only two sessions per year, allowing only 15 students per session (very conservative numbers) that’s 30 students per year, times 365 schools, that’s ten thousand nine hundred fifty people getting TEFL certified per year, and let’s say that only 75% of those people are American, that’s still over 8,000 Americans per year getting certified.

The problem is, if you want to teach in Western European countries, more than likely, you’ll be illegal.  The Czech Republic, Hungary, Poland and other Eastern European countries issue visas to Native Speakers (EU Nationals and North Americans) to teach English.  Korea, Thailand, China, Japan and Taiwan do so as well.

However, the same can not be said for all Western European countries.  I am not suggesting that the EU open it’s labor markets to Americans, I am suggesting a solution to an already existing problem, thousands of Americans, annually, getting certified and traveling abroad, living and teaching English illegally, exceeding their tourist visas of 90 days.

I am a TEFL certified teacher; I would like to move to Spain and teach English, but I don’t’ want to be illegal, and risk being deported or be subjected to unscrupulous employers that exploit illegals or landlords that threaten eviction, raise the rent unreasonably etc…

Let me just say, that if anyone would like to send a similar request to any of their Senators or Congressmen/women then feel free to copy, edit and paste the above letter to send to them.

If you are going to do that, here's my suggestion, call their office first (either their local office or their Washington DC office) and get someone's name a legislative aid or even just the person you are speaking to, and fax the letter to them - the letter should be addressed to the Senator or Congressman/woman, but when you fax it over - fax it directly to a specific staff member....
...then in a day or two, call back and ask for that person and if they received the fax, and just chat them up about the petition.  If they are not the person you need to speak with and they refer you to someone else just make sure to write down the names of who you've spoken with.  Getting names of people is important, it makes them accountable. ;)

Then that's pretty much it....someone will tell you that they will pass it along to the Senator/Congressman/woman and they may ask if you want an immediate response or if you want them to hold the response until the petition is presented to the Senate on Foreign Relations Committee - go for immediate -

After all - we are the MTV generation (ok, well I am - it was the 80's I lived it - it wasn't retro chic when I was living it ;) )  we are practically predisposed to instant gratification.

It's slightly comatose but definitely NOT DEAD!!!

It feels a bit like a one woman campaign though, and as of late I've been unable to give it the attention it deserves  (you know how life, work etc...kind up creeps up behind you every once in a while and smacks you in the head :( )  

Anyway, I appreciate the interest :)  if you'd like to further the cause, feel free to promote the cause in whatever way you'd like....if you have a myspace page or whatever....

And for the record we're at 241 signatures!!

As far as a goal.....well I had lofty ideas of 500,000....je je je je je (I aim high) but I'm thinking I'd be lucky to get 500 at this point.

The problem is - getting the word out.  And I'm sure you can appreciate how hectic everday life can be.....so even keeping up with free advertising (like on backpage.com - they have sites for a whole lot of cities, craigslist too for that matter) is a bit of a chore.

What I really need is a consortium of people or a panel or something - just other people involved in getting the word out.

Don't get me wrong, I am very grateful the attention the petition receives here at the cafe (brilliant putting that blurb at the top of the forums!!! LOVE that!) (which reminds me - we need the :wub: smilie back) - but I would get a pretty decent response when I would advertise on backpage.com and craigslist.com - it's just that it's more than I can do by myself really.

So at the moment, I'll take what I can get.  Actually, I think if I had say 10 people that were in college say, put up adverts on craigslist.com and/or backpage.com or even on their bulletin boards in the student unions at their schools.....that would fan out to a lot of people.....

I don't know.  I'm open for ideas.  Sorry, I guess you got more than you bargained for with that one  ;)
